Why do we ask for the person with the last birthday?
Many research companies use this method to make sure that their selection of people to do their survey is random. By asking each time for the person with the last birthday, Scarborough obtains a strong cross-section of age, gender, education, income, etc. This randomness in turn means that all types of households will be well-represented in the survey.
